MMC HR

Not to be confused with MMC HR Group.

MMC HR is an American human resources and payroll services company headquartered in Los Angeles, California. Founded in 1983 by Dr. Mashi Rahmani, the company provides outsourced human resources, payroll administration, employee benefits, workforce management, and other employer services to businesses and organizations throughout the United States.

MMC HR provides human resources outsourcing and fractional HR services, through which businesses use external HR professionals and systems to supplement or replace certain functions traditionally handled by an internal human resources department. Its services include payroll processing, benefits administration, employee relations, recruitment, regulatory compliance, risk management, workers’ compensation, leave administration, retirement plans, workplace training, and time and labor management.

The company serves employers in industries including healthcare, education, nonprofit organizations, professional services, real estate, property management, entertainment, manufacturing, technology, and financial services. Its services combine human resources administration and consulting with human resource management systems and workforce technology.

Since its founding in Southern California, MMC HR has expanded from serving local employers to supporting organizations with employees across multiple U.S. states. The company remains headquartered in Los Angeles and is led by founder and chief executive officer Dr. Mashi Rahmani.

History

MMC HR was founded in 1983 by Dr. Mashi Rahmani in Los Angeles, California. The company was established to provide businesses with outside support for human resources, employee administration, and other workforce responsibilities that would otherwise be managed internally.

MMC HR subsequently developed a broader human resources outsourcing model in which outside HR professionals could perform ongoing functions for an employer rather than limiting their involvement to individual consulting projects. This model allowed smaller and midsized organizations to access HR personnel, payroll administration, benefits support, and employment expertise without maintaining equivalent departments entirely in house. The approach has also become commonly associated with terms such as outsourced HR and fractional HR.

During its early years, MMC HR primarily worked with employers in Southern California. As employment regulation and workforce administration became increasingly complex, the company’s services expanded to include payroll, employee relations, employee benefits, workplace compliance, workers’ compensation, risk management, and other employer functions.

As the company expanded, MMC HR’s physical operations grew alongside its client base, workforce, and range of services. The company initially rented office space at 465 S. La Cienega Boulevard in Los Angeles, California, during a period when its operations were smaller and could be accommodated within a more traditional leased office environment. As MMC added clients and expanded the number of employees needed to support human resources, payroll, benefits administration, and other employer services, the company required additional space for both its staff and growing administrative operations. The increasing volume of payroll processing, employee records, client communications, and day-to-day HR activities also created a need for an office capable of supporting a larger and more specialized workforce.

The growth eventually led MMC to relocate from 465 S. La Cienega Boulevard to a larger office at 8797 Beverly Boulevard in neighboring West Hollywood. At the new location, MMC occupied the entire second floor of the building, providing additional room for its expanding staff and allowing different areas of the company’s operations to grow within a single location. The move reflected MMC’s transition from a smaller regional operation into an organization supporting a broader group of employers and an increasing number of employees through its HR and payroll services.

In 1999, MMC purchased 8150 Beverly Boulevard in Los Angeles, establishing a permanent headquarters for the company. The acquisition marked another stage in MMC’s development, transitioning the company from leased office space to a company-owned headquarters capable of supporting its longer-term growth. The Beverly Boulevard property provided a permanent base for its human resources, payroll, benefits, client service, and administrative teams and has remained the company’s headquarters since its purchase.

During this period of expansion, MMC HR’s operations also increasingly incorporated human resource management systems and other workforce technologies. MMC HR’s services came to include payroll processing, time and attendance, scheduling, benefits administration, recruitment, talent management, leave administration, retirement services, workplace investigations, training, and regulatory compliance. The company later adopted UKG Ready as one of the primary technology platforms supporting its HR, payroll, and workforce management services.

MMC HR also expanded beyond its original Southern California market as its clients established workforces in other states. This resulted in the company supporting employers with employees located throughout the United States, including organizations operating across multiple state and local employment jurisdictions.

Over its history, MMC HR has worked with organizations in industries including healthcare, education, nonprofit services, accounting, real estate, property management, dentistry, entertainment, professional services, manufacturing, technology, financial services, venture capital, and private equity.

The company has remained privately operated and headquartered in Los Angeles. Dr. Rahmani continues to serve as its chief executive officer.

Business model and operations

MMC HR’s operations include payroll processing, employee benefits administration, employee relations, recruitment, workplace investigations, regulatory compliance support, leave administration, workers’ compensation, risk management, retirement services, workplace training, and time and labor management. The company also assists employers with employee onboarding, workplace policies, employee handbooks, performance management, and other functions associated with the employee life cycle.

Technology forms part of the company’s service delivery model. MMC HR uses human resource management systems to integrate functions such as employee records, payroll, timekeeping, scheduling, and workforce administration. Its technology infrastructure includes UKG Ready, a cloud-based human capital management platform developed by UKG.

The company primarily works with small and midsized employers, including organizations whose workforce requirements have become more complex but which may not maintain specialized internal departments for payroll, benefits, compliance, recruiting, and employee relations. MMC HR also provides services to organizations operating across multiple states, where employers may be subject to differing federal, state, and local employment laws.

MMC HR serves organizations across industries including healthcare, education, nonprofit services, professional services, real estate, property management, entertainment, manufacturing, technology, and financial services.

Innovation and technology

MMC HR has incorporated a range of cloud computing, automation, and workforce technologies into its human resources and payroll operations. The company’s technology strategy has generally focused on combining digital HR systems with access to human support, rather than replacing HR personnel with fully automated services.

As part of the modernization of its human resource management systems, MMC HR transitioned its primary workforce technology from UKG Pro to UKG Ready. Both platforms are developed by UKG, a provider of human capital and workforce management software. UKG Ready is used by MMC HR to support functions including payroll, employee records, time and attendance, scheduling, reporting, and other workforce administration processes. The transition was part of a broader move toward a more integrated cloud-based environment for employers and employees.

The company has also expanded the use of digital tools for employee training and development. MMC HR previously provided online training content through Kantola Training Solutions and later transitioned to Traliant, a provider of online workplace training. The platform is used to provide training in areas such as workplace conduct, harassment prevention, diversity and inclusion, management, and regulatory compliance.

MMC HR has developed internal technology intended to connect its digital services with direct client support. Among these developments is Brisker, a custom concierge button designed to provide users with a simplified method of requesting assistance while working within MMC HR’s technology environment. The feature serves as a connection between online HR tools and the company’s service personnel, allowing technology-based processes to retain a direct human support component.

Other technology initiatives have included the expansion of cloud-based employee and manager self-service, electronic onboarding and documentation, automated employee communications, digital surveys, workforce scheduling, electronic reporting, and automated administrative workflows. In 2026, the company introduced automated client feedback surveys following onsite HR visits and an employee anniversary communication system as part of a broader expansion of automated client and employee communications.

MMC HR has also increased the integration of systems used for customer relationship management, payroll, HR administration, timekeeping, recruiting, benefits, and client communications. These changes have been intended to reduce the number of disconnected administrative processes used to manage employee information and provide employers with more centralized access to workforce data and services.

The company’s technology development has generally followed a hybrid model in which automation and cloud-based software are used for routine administrative functions while HR professionals remain involved in employee relations, compliance, workplace investigations, management support, training, and other functions requiring direct human involvement.
